1. 10-Day Maximum Rotation

Previously, appraisers were allocated to specific terminals for shorter, fixed periods. Under CGO 03/2026, the duration for an Appraiser (Examination) to work at a specific port or off-dock terminal (ODT) will now be randomized by the Customs Computerized System (CCS).

  • Minimum Duration: 3 Days
  • Maximum Duration: 10 Days

This unpredictable cycle is intended to maintain integrity and prevent long-term associations that could lead to inconsistencies in examination.

2. Randomization of Consignments

The era of manual assignment is over. The Customs Computerized System (CCS) will now randomly assign Goods Declarations (GDs) and containers to examiners. This ensures a fair and transparent process where no single official can influence which specific consignment they examine.

3. Same-Day Examination Goals

The FBR has emphasized that all examinations should preferably be completed on the same day the GD is assigned. If documents are called for but not uploaded by the importer on the same day, the CCS will automatically re-allocate the GD to a different examiner the following day.
